Sergey Viktorovich Plotnikov was born in the village of Bolshenarym in the East Kazakhstan region. He graduated from the Saratov Polytechnic Institute. He holds a doctorate in technical sciences. Military rank is Lieutenant-Colonel. Deputy of the Senate of the Parliament of the Republic of Kazakhstan of the fourth, fifth and sixth convocations. He was awarded the order "Kurmet" and eight medals, an honorary citizen of the Katon-Karagai and Glubokovo districts of the East Kazakhstan region ..
During the visit, in the reading room of the regional branch of the library of the First President of the RK, the deputy told the library staff about the legislative activity of the upper house of the Parliament of the RK and presented his book with the speaking title - "The Law of Conservation". In this informative autobiographical narrative our fellow countryman very sincerely, in simple human words told about his life and his way to politics. After the presentation, Sergey Viktorovich answered questions from the audience and handed over a book with an autograph as a gift to the library. The book gift of a deputy will undoubtedly take a worthy place in Pushkin's collection and will be of interest to the widest circle of readers.

During the meeting, the distinguished guest was given a tour of the library, acquainted with the work of the departments, told about the projects that allow finding new opportunities in organizing intellectual leisure in the library, solving social, educational issues, acquiring new like-minded people and partners.
